Once teachers and students are back into their routines, it\u2019s time for us too to dive back into action. Across the EDMO BELUX network, this season marks the restart of visits, workshops and training sessions aimed at strengthening resilience to disinformation. The coming months will also bring major media literacy events. <a href=\"https:\/\/www.unesco.org\/en\/weeks\/media-information-literacy\"><em>UNESCO\u2019s Global Media and Information Literacy Week<\/em><\/a> will take place from <strong>24 to 31 October 2025<\/strong>, celebrating MIL worldwide. Closer to home, the <a href=\"https:\/\/www.csem.be\/profile-select?destination=\/eduquer-aux-medias\/operations\/semaine-de-lducation-aux-mdias\"><em>Media Literacy Week in the Wallonia-Brussels Federation<\/em>,<\/a> coordinated by the <strong>CSEM<\/strong>, will run from <strong>15 to 23 November 2025<\/strong>, featuring more than <strong>200 activities<\/strong>. In this webinar, we welcomed Bart Cammaerts who presented preliminary findings of a study conducted with Nick Anstead on exposure to visual misinformation during recent elections in several countries. <em>What visual misinformation appears in social media feeds when accounts follow partisan actors during elections?<\/em> This presentation introduced some preliminary findings and ongoing research objectives for a study conducted across four national elections in 2024 in Belgium, France, the United Kingdom and the United States.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>#Disinfo2025 Unites Experts in Ljubljana to Combat Disinformation<\/strong><\/p>\n<p>On 15\u201316 October 2025, EUDisinfoLab hosted #Disinfo2025 in Ljubljana, Slovenia, a major gathering of counter-disinformation experts from across disciplines. The two-day event featured dynamic panel discussions, keynotes, interviews, and workshops across four parallel tracks, spotlighting the latest challenges and innovations in the fight against disinformation.<\/p>\n<p>EDMO BELUX joined the conversation with a dedicated stand, engaging attendees and sharing recent publications with the broader community.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>EDMO BELUX Consortium Meeting Sets the Stage for 3.0<\/strong><\/p>\n<p>On 27 October, the EDMO BELUX consortium held a productive meeting to review current initiatives and plan future developments in the fight against disinformation. The meeting opened with a presentation of the newly revamped repository of fact-checks, designed to improve accessibility and support fact-checkers and researchers across the region.<\/p>\n<p>Participants also discussed preparations for the EDMO 2.0 final conference, which will highlight key achievements and foster dialogue among stakeholders. The consortium explored ways to strengthen its network of experts, aiming to enhance collaboration and knowledge-sharing across borders.<\/p>\n<p>A detailed analysis of disinformation policy breaches and potential remedies was presented, sparking thoughtful discussion on regulatory challenges and solutions. Additionally, the group discussed the ongoing qualitative study on media education workshops, focusing on identifying target audiences and refining dissemination strategies.<\/p>\n<p>Most importantly, the meeting marked the beginning of planning for EDMO BELUX 3.0, a new phase that will build on past successes and refine its objectives, approaches and activities in countering disinformation.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Workshop &#8222;Mitigating disinformation at the crossroads of ethics, politics and communication&#8220;<\/strong><\/p>\n<p>On 28 October, we had our second multistakeholder workshop, this time at RTL L\u00ebtzebuerg. This workshop brought together ethical thinkers and practitioners to reflect on concerns that often remain implicit in our everyday practices and policies of disinformation mitigation. Disinformation is widely regarded today as a major challenge for democratic societies. Yet efforts to address it inevitably raise ethical, political, and communication questions, including the risk of generating unintended consequences. By convening researchers, practitioners, educators, journalists, and policy makers, the event fostered critical dialogue and identified practices that balance effectiveness with ethical responsibility.<\/p>\n<p>Stay tuned for our takeaways from the workshop in the coming weeks.[\/vc_column_text][vc_empty_space height=&#8220;10px&#8220;][vc_separator][vc_empty_space][vc_custom_heading text=&#8220;Publications&#8220; font_container=&#8220;tag:h2|text_align:center|color:%23ffcb05&#8243; use_theme_fonts=&#8220;yes&#8220;][vc_empty_space height=&#8220;10px&#8220;][vc_column_text css=&#8220;&#8220;]<strong>A cross-country analysis of electoral advertising on Meta and Google during the EU 2024 elections: Compliance, transparency, and targeting<\/strong><\/p>\n<p>This report discusses the results of an <em>EDMOeu comparative study on political advertising during the 2024 EU elections.<\/em> EDMO BELUX researcher Trisha Meyer led this collaborative effort with ten EDMO hubs, covering electoral advertising in fifteen EU countries. On the one hand, the report analyses <strong>compliance and transparency of two Very Large Online Platforms and Search Engines<\/strong> (VLOPSEs) \u2014 Meta and Google \u2014 on commitments made on political advertising in the context of the Code of Practice (as of July 2025, Code of Conduct) on Disinformation. On the other hand, it assesses <strong>use, spending and targeting by political parties<\/strong> during the run up to the European Parliament elections in June 2024.<\/p>\n<p>In particular, we provide a comparison of the definitions of political ads in the EU, and assess the VLOPSEs\u2019 compliance with the transparency and targeting requirements as laid out in Reg(EU)2024\/900. Further, we test access to political ad data through Google and Meta\u2019s advertising libraries and Meta\u2019s advertising API, and analyse how political parties in fifteen countries elected to the European Parliament made use of political advertising and targeting on Meta and Google in the period leading up to the EU elections (April \u2013 June 2024).<\/p>\n<p>We conclude that Meta and Google\u2019s definitions on political advertising are not fully aligned with Reg(EU)2024\/900 and they only partially fulfil transparency and targeting requirements. Further, while political ads can be retrieved through Google and Meta\u2019s ad services, data cleaning and prepping were resource intensive. Finally, in total, 30.000 ads were published and \u20ac 8.7 million was spent in political advertising during the EU2024 elections in the fifteen countries included in the study. We find that ad targeting was commonly used, but often in a rather general manner. This EDMO BELUX brief follows the same methodology as the broader report but focuses only on the country-level data for Belgium. EDMO BELUX researcher Trisha Meyer co-led the EDMOeu collaborative effort and authored the EDMO BELUX brief.<\/p>\n<p>The EDMOeu report evaluates the <strong>implementation of the Code of Practic<\/strong>e (now Code of Conduct) on Disinformation between January and June 2024, focusing on the actions reported by Meta (Facebook and Instagram), Google (Search and YouTube), Microsoft (Bing and LinkedIn), and TikTok. Large online platforms are required to submit transparency reports twice a year, detailing their efforts to meet commitments under the Code. This report focuses on certain <strong>key areas such as improving transparency, supporting media literacy, enhancing fact-checking partnerships, and enabling research.<\/strong><\/p>\n<p>The assessment examines the extent to which these seven VLOPSEs\u2019 services have met core commitments under the CoPD and evaluates the <strong>real-world impact of selected actions and initiatives taken under the Code<\/strong>. This report aims to establish an evidence-based benchmark for evaluating platforms\u2019 compliance with the Code\u2019s requirements and the effectiveness of their efforts. Organised by the Conseil Sup\u00e9rieur de l&#8217;\u00c9ducation aux M\u00e9dias (CSEM), this event is a unique opportunity to raise awareness among children and young people of contemporary media issues through a rich and entirely free programme.<\/p>\n<p>Media Literacy Week is much more than a series of workshops and events: it&#8217;s an essential time for building an informed, critical and resilient society. Thanks to the active participation of EDMO BELUX partners, such as the Association des Journalistes Professionnels (AJP), M\u00e9dia Animation, RTBF, and Lie Detectors, this event draws on invaluable expertise in media literacy and making media education accessible to a wider audience.<\/p>\n<p>This year, more than 200 activities will take young people behind the scenes of the media, giving them the chance to meet journalists, learn how to spot fake news and get to grips with new technologies such as artificial intelligence. These initiatives aim to equip young people and their mentors with the skills they need to navigate a constantly changing media landscape. No less than 12 parties are in the running to enter the Luxembourg parliament. When we consider the distribution of political opinions, we see that right-wing, even far-right, parties have gained in number since the 2018 elections. And with them the themes addressed in this electoral campaign.<\/p>\n<p>Security, growth and immigration, the Luxembourgish language, and post-Covid individual freedom themes are common to all these parties, and the debate around those themes is often based on incomplete, distorted, or even false information.<\/p>\n<p>The criticism of uncontrolled growth is one of the common threads of these right-wing party campaigns. The program of the largest of these parties, the ADR, currently represented in parliament, fuels the fear of the one million inhabitants state with its \u201cdisastrous\u201d consequences for the quality of life of Luxembourgers. A referendum should, according to the ADR, decide whether the people want to move towards such a state or not. Growth is paralleled with immigration, which the right-wing parties want to be more qualitative. Above all, the narrative regarding asylum seekers is similar to that of far-right parties in other European countries. The ADR and parties in the same camp are calling for a stricter and more expeditious right of asylum for so-called unfounded requests, based on the economic advantages of Luxembourg, rather than on political reasons.<\/p>\n<p>The security of the population is another theme of these right-wing parties, for which they easily divert official and European statistics. Based on Eurostat data on burglaries, Luxembourg is currently shown as one of the most dangerous countries in the European Union. These figures are delivered out of context in election rallies and on social media and do not correspond to reality. They are used for the sole purpose of creating a climate of insecurity and threat capable of legitimising demands to reduce immigration and the country&#8217;s growth. Candidates from far-right parties go so far as to request the extradition of \u201ccriminal\u201d foreigners, accompanied by a territorial ban. Others require the right to self-defence, including permission to use a weapon to defend one&#8217;s home.<\/p>\n<p>The slow but inevitable disappearance of the Luxembourgish language is another of these tailor-made themes which are supposed to alert the Luxembourgish electorate. Here too, far-right parties, including the ADR, rely on polls and statistics taken out of context to demonstrate that Luxembourg culture and identity are in danger.<\/p>\n<p>The negative atmosphere created by extreme right-wing parties is relatively new for the Grand Duchy of Luxembourg. If the themes are often formulated in a nuanced manner in electoral programs, the candidates&#8216; speeches often deviate on social media. Falsely accused of promoting a sinister agenda, its effects have seen schools set ablaze and democracy threatened, just in a few weeks. As digital myths blur with reality, it becomes ever more urgent to combat such narratives. After the circulation of now-infamous pictures of <a href=\"https:\/\/www.rtbf.be\/article\/comment-reconnaitre-les-images-de-midjourney-cette-intelligence-artificielle-qui-met-trump-en-prison-et-macron-dans-les-manifestations-11173367\" target=\"_blank\" rel=\"noopener\">Donald Trump in jail, Emmanuel macron among the protesters in France, or the pope Francis in a trendy coat,<\/a> fact checkers have observed a surge in the use of this technology over the past few months. It has already had a substantial impact on the disinformation ecosystem in 2023.<\/p>\n<p>Indeed, generative AI that allows users to, for example, create images from a simple text description is now a powerful tool for those who want to try to manipulate public opinions by supporting false narratives with images.<\/p>\n<p>In late May, an image depicting an explosion near the Pentagon building in Washington was circulated on Twitter. Within minutes, it was shared by numerous verified accounts with blue check marks, including one that falsely claimed it was associated with Bloomberg News. While the content displayed characteristics consistent with being generated by artificial intelligence, it had time to have a concrete impact. <a href=\"https:\/\/edition.cnn.com\/2023\/05\/22\/tech\/twitter-fake-image-pentagon-explosion\/index.html\" target=\"_blank\" rel=\"noopener\">Shortly after the image started circulating on Twitter, the US stock market took a noticeable dip<\/a>.<\/p>\n<p>Tools for detecting such technology are being developed to assist fact checkers in countering this new kind of disinformation. However, at this stage, no tool allows perfect detection. The talk focused on questions of sampling and content analysis by discussing a study on Dutch-speaking antagonistic communities on Telegram conducted in the context of the EDMO BELUX project. In particular, the presentation addressed how networks of associated, antagonistic Telegram channels can be identified in an inductive manner, and how we can detect thematic evolutions in the messages that figure in these channels. The second part of the talk delved into the more general question of narratives and how to operationalise the concept to extract narrative traces from text. To this end, an initial methodological approach and tools developed in the EDMO BELUX sister project SoMe4Dem (Horizon Europe Social Media for Democracy) were presented. CrossOver, a project of EDMO BELUX partner EU DisinfoLab together with Savoir Devenir, Apache, and CheckFirst has developed an educational toolkit to familiarise students with the world of algorithms. First, the study considers to what extent citizens\u2019 socio-demographic characteristics and socio-political attitudes help us understand which citizens are more (or less) likely to believe false claims. Second, the study zooms in on the effect of exposure to disinformation online.<\/li>\n<\/ul>\n<ul class=\"ul1\">\n<li class=\"li1\"><b>Qualitative study: Folk theories of info-democratic disorders in Belgium and Luxembourg \u2013 preliminary results from an ongoing qualitative audience study &#8211; Executive summary of D3.2.2.<\/b> In this <a href=\"https:\/\/belux.edmo.eu\/de\/volkstheorien-ueber-stoerungen-der-informationsdemokratie-in-belgien-und-luxemburg-vorlaeufige-ergebnisse-einer-laufenden-qualitativen-zielgruppenstudie-zusammenfassung-von-d3-2-2\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">study<\/span><\/a>, EDMO BELUX researchers provide a preliminary analysis of the folk theories of info-democratic disorders in Belgium and Luxembourg. It focuses on how audiences themselves theorise the nexus between information disorders and democratic disorders and relies on a qualitative methodology based on semi-structured interviews with informants in Belgium and Luxembourg. <span class=\"Apple-converted-space\">\u00a0<\/span><\/li>\n<\/ul>\n<ul class=\"ul1\">\n<li class=\"li1\"><b>Policy analysis: Monitoring policies at the level of Belgium, Luxembourg and platforms<\/b>. A recent study from the Media Pluralism Monitor classified that <a href=\"https:\/\/delano.lu\/article\/online-disinformation-likely-i\" target=\"_blank\" rel=\"noopener\">Luxembourg was on a high risk of online disinformation<\/a>. In Belgium, the CrossOver project highlighted how <a href=\"https:\/\/crossover.social\/online-chinese-media-offensive-also-reaches-belgium\/\" target=\"_blank\" rel=\"noopener\">YouTube algorithms were pushing China\u2019s narrative about XinJiang<\/a>, silencing the nature of atrocities happening there.<\/p>\n<p>Facing this threat, the work of EDMO BELUX is crucial to support initiatives and journalists in exchanging good practices and knowledge about the phenomenon, and the general public to be trained and warned about disinformation spreading.<\/p>\n<p>We envision our work as the work of a community.
